If angels can have special "guardian" responsibilities for nations (see Daniel 10:13, 20-21) and apparently for individuals (Matthew 18:10, Psalm 34:7, 91:11) then I suppose they can have such responsibilities toward churches as well (consider Hebrews 1:14). However, in the context in Revelation 2-3 it seems likely that the "angels" are messengers (that's what the word means) that were to carry the messages from John to the seven churches of Asia. This use of the word (human messengers) is found in James 2:25, Luke 7:24, 27, and 9:52.
