Yes, that's right, the message is to be understandable so it can be edifying. "But in the church I would rather speak five intelligible words to instruct others than ten thousand words in a tongue." (1 Cor 14:19 NIV) There are times when it is better to be quiet, this chapter mentions some of them, and one of those times is when you don't have an intelligible message. It makes no sense to have Spanish speakers sing English songs if they are not bilingual, or listen to a lesson in English if there is no translator. Not only does it make no sense, it contradicts the teaching in this passage. Nevertheless, people violate these principles.
So, if a group of christians were to go speak and sing for a group at a convelescent home where the majority of the listeners don't speak English, there should be a translator for the others? This would seem to be exactly what that verse is talking about.
